Juvenile Committee

The Juvenile Committee of Keila was established in November 2004 and started work on 1 January 2005. The Committee:

·         coordinates work on crime prevention among minors within its administrative territory

·         discusses offences committed by minors and applies the sanctions stipulated by law.

Filing an application

An application can be filed with the juvenile committee by the legal representative of the minor, a representative of the school, a police official, a child protection or social worker, a judge, a prosecutor, or a member of staff of the environmental supervision agency.

The application must have the following attachments: a character description of the minor; a social worker’s assessment of the minor’s family; information about previously applied sanctions; and other relevant data where possible.

The committee deliberates on each case in a closed session within 30 days of receiving the application. The legal representative of the minor must be present and a signature is taken from the minor and his/her representative following the explanation of their rights and obligations and the announcement of the decision.
