Keila has five twin towns or regions: Nacka (http://web.keila.ee/20346) (http://web.keila.ee/766) in Sweden, Huittinen (http://web.keila.ee/768) in Finland, Barsbüttel (http://web.keila.ee/18306) in Germany, Sigulda (http://web.keila.ee/20347) (http://web.keila.ee/770) in Latvia, Birstonas (http://web.keila.ee/20348) (http://web.keila.ee/772) in Lithuania. For the past seven years Keila has also had close contact in school exchange and culture with Nieuwegein (Utrecht) in the Netherlands.
Keila has close contacts with foreign embassies and institutes of culture, and the ambassadors of France, China, Sweden, Finland, Denmark and the European Union, as well as the chairs of cultural representations in Estonia from several countries have visited Keila. These visits have shown Keila as a town of culture, and have generated new ideas, many of which have now developed into enjoyable cooperation.
Keila has been a member of the Union of the Baltic Cities (UBC) (http://web.keila.ee/776) since 1997.
