The flag's proportions are 2:1 length to width, and it has a blue background with a white horizontal central stripe running all the way across it which is 1/7th of the width of the flag. During the Soviet period the flag was not used, but it was adopted once again in 1990.

The coat of arms features a blue cornflower bloom centrally placed on a gold background on a shield with a convex curved bottom edge. The cornflower coat of arms was adopted in 1938 when Keila became a town, but it was not used during the Soviet period. However, after 1973, the cornflower design was used as an unofficial symbol of the town.
